Dear World Citizens:

After illegally invading and occupying Hoàng Sa (Paracel Islands) and Gạc Ma Reef (Johnson South Reef) of Trường Sa (Spratly Islands) - which are integral parts of Vietnam - in 1974 and 1988 respectively, the government of the People's Republic of China has launched an ethnic cleansing policy and terrorist attacks in the Southeast Asia Sea in a plot of invasion of Vietnam's territorial waters and the entire sea.

To carry out their invasion plan, the Chinese authorities, including the Chinese Communist Party, have targeted the Vietnamese fishermen as their first victim.

Therefore,

We, all Vietnamese people, solemnly denounce the crimes committed by the government of the People's Republic of China, the Central Committee of the Communist Party of China, and the Chinese People's Liberation Army and Navy against the Vietnamese fishermen before the Conscience of Mankind, the International Court of Justice, the International Criminal Court, Human Rights Watch, and the United Nations.
