Proclamation by the Government of the Republic of Vietnam

The noblest and most imperative task of a Government is to defend the sovereignty, independence and territorial integrity of the Nation. The Government of the Republic of Vietnam is determined to carry out this task, regardless of difficulties it may encounter and regardless of unfounded objections wherever they may come from.

In the face of the illegal military occupation by Communist China of the Paracels Archipelago which is an integral part of the Republic of Vietnam, the Government of the Republic of Vietnam deems it necessary to solemnly declare before world opinion, to friends and foes alike, that:

The Hoang Sa (Paracel) and Truong Sa (Spratly) archipelagoes are an indivisible part of the territory of the Republic of Vietnam. The Government and People of the Republic of Vietnam shall not yield to force and renounce all or part of their sovereignty over those archipelagoes.

As long as one single island of that part of the territory of the Republic of Vietnam is forcibly occupied by another country, the Government and People of the Republic will continue their struggle to recover their legitimate rights.

The illegal occupant will have to bear all responsibility for any tension arising therefrom.

On this occasion, the Government of the Republic of Vietnam also solemnly reaffirms the sovereignty of the Republic of Vietnam over the islands off the shores of Central and South Vietnam, which have been consistently accepted as a part of the territory of the Republic of Vietnam on the basis of undeniable geographic, historical and legal evidence and on account of realities.

The Government of the Republic of Vietnam is determined to defend the sovereignty of the Nation over those islands by all and every means.

In keeping with its traditionally peaceful policy, the Government of the Republic of Vietnam is disposed to solve, through negotiations, international disputes which may arise over those islands, but this does not mean that it shall renounce its sovereignty over any part of its national territory.

Tuyên bố của Chính phủ Việt Nam Cộng Hoà

Nhiệm vụ cao cả và tuyệt đối không thể từ nan của một chính phủ là bảo vệ chủ quyền, độc lập và sự toàn vẹn lãnh thổ quốc gia. Chính phủ Việt Nam Cộng Hoà cương quyết thi hành nhiệm vụ này, bất kể những khó khăn có thể sẽ gặp phải và bất kể những cáo buộc vô căn cứ có thể sẽ đến bất cứ từ đâu.

Trước sự chiếm đóng bất hợp pháp của Trung Cộng bằng quân sự trên Quần đảo Hoàng Sa, nguyên là một phần đất thuộc lãnh thổ Việt Nam Cộng Hoà, Chính phủ Việt Nam Cộng Hoà xét thấy cần thiết phải long trọng tuyên bố trước công luận thế giới, bạn cũng như thù, rằng:

Quần đảo Hoàng Sa và Quần đảo Trường Sa là một phần không thể cắt rời của lãnh thổ Việt Nam Cộng Hòa. Chính phủ và toàn dân Việt Nam Cộng Hòa sẽ không khuất phục trước bạo lực và bác bỏ tất cả hoặc một phần chủ quyền của họ trên những quần đảo này.

Chừng nào mà bất cứ một hòn đảo nào của phần lãnh thổ đó của Việt Nam Cộng Hòa vẫn bị một nước khác chiếm đóng bằng bạo lực, thì Chính phủ và toàn dân Việt Nam Cộng Hòa sẽ tiếp tục tranh đấu để lấy lại quyền lợi hợp pháp của mình.

Kẻ chiếm đóng bất hợp pháp sẽ phải chịu hoàn toàn trách nhiệm về bất cứ tình trạng căng thẳng nào bắt nguồn từ đó.

Nhân cơ hội này, Chính phủ Việt Nam Cộng Hòa cũng long trọng tái xác nhận chủ quyền của Việt Nam Cộng Hòa trên các hải đảo ngoài khơi miền Trung và Nam phần Việt Nam, đã luôn luôn được chấp nhận như một phần lãnh thổ của Việt Nam Cộng Hòa trên căn bản không thể chối cãi được về địa lý, lịch sử, chứng cứ hợp pháp và bởi vì những điều thực tế.

Chính phủ Việt Nam Cộng Hòa cương quyết bảo vệ chủ quyền quốc gia trên những quần đảo này bằng tất cả mọi phương tiện. Ðể gìn giữ truyền thống tôn trọng hoà bình, Chính phủ Việt Nam Cộng Hòa sẵn sàng giải quyết, bằng sự thương lượng, về các tranh chấp quốc tế có thể bắt nguồn từ các quần đảo đó, nhưng điều đó không có nghĩa là Chính phủ Việt Nam Cộng Hòa sẽ từ bỏ chủ quyền của mình trên bất cứ phần lãnh thổ nào của quốc gia.

Tuyên bố bởi Chính phủ Việt Nam Cộng Hòa vào ngày 14 tháng 2 năm 1974.
